so is this really in the movie? It isn't some directors special funny out takes is it? Seems an odd thing to not cut out of a movie.

I remember reading about the production of Resevoir Dogs, and there is a scene in the film with a car driving to the factory hideout. The scene was filmed on a suburban street, not a sound stage, and some kid was having a birthday party in one of the houses. During one of the takes, an orange balloon from this party blew across the road behind the car and into shot. Tarrantino used that take with the random balloon in his film, just to fuck with peoples heads.  Maybe George did something similar.
