It's from the movie 'Der Untergang', aka Downfall. It's an excellent movie, well worth watching.

Basically he's told that the russians have taken towns on the map, he says that Steiner's assult will bring it under control, he's told that Steiner doesn't have any troops left and didn't make his assault. he spits the dummy, tells everyone to get out except the three standing in front of him, screams that he gave an order and how dare they disobey, says he conquered Europe by himself and his generals have failed him, he should get rid of his generals. He says the war is lost but he will rather blow his brains out then leave berlin.

Yes, its spoken in german with subtitles. Still an excellent movie though

He also mentioned something about Stalin, unless the movie actually says that and everyone else thinks it sounds like stalin
