That's Nine Inch Nails, and they did it on purpose, during one of the songs from Year Zero, its filled with a lot of digital noise, during that part of the live performance there is static with alot of random images flashing through it, that's one of them, a fan happened to get the shot at the exact right millisecond for that photo
