I bet that's a smoker's PC. The dust is that browny color because of nicotine. Smokers tend to have filthy PCs
The worst PC I ever saw though, was in the hospital I worked at, in the laundry. Their PC kept crashing so I went down there and opened it up and it was CHOCK FULL of lint. I mean, you take the case off and it looked like it was just a complete brick of lint, no components to be seen. How it didn't catch fire I don't know.
