DI have our own TF2 Server but it only got 20 slots available. So usually 10 for us and 10 for them. OP rankings are from 1 to 25 with 1 being the highest and 25 being the lowest.
Additionally, it is considered a generalised marker of intelligence, and as such OP ranking is also used in an exclusionary capacity, someone with an OP of, say... 23, is considered to be "too dumb" to study, for example, Information Technology or Medicine. As a general rule, around 2% of students graduating each year recieve an OP1, around 4% receive an OP2, and so on, so forth, with the percentages increasing towards the middle of the range (from OP6 - OP19). A guideline is that the higher the OP the better, for example, Information Technology (non specific studies) required an OP of approximately 13 (depending on the Uni)... Medicine (Bachelor of Medicine non specific) requires an OP of 5 at most unis, and a Bachelor of Vetinary Sciences (non specific) requires an OP2, at some unis even an OP1. I find it hilarious that Vets need to be smarter than Doctors :) These OP rankings, percentages etc and all the info are what I remember from when I graduated from high school in 1999 and completed university, some of the stuff may have changed. As such the basic veterinary degree is probably a little more involved then the basic medical degree. Then of course you can specialise with medicine, for example you can be a GP or you can specialise in a particular medical field such as endocrinology, cardiology etc. As you start getting more specialised I'd imagine they would tighten up the entry restrictions. I was seriously over school by the time year 11 and 12 rocked around, never did any regular study or homework apart from assignments that I knew they'd actually check... did maybe 2 weeks of study before the HSC exams and I still ended up getting a UAI of 79.5. Basically an OP of 6, which I'm lead to believe is actually a fairly good score, and people say I'm as dumb as a box of rocks. I didn't go to uni anyway so I didn't really give a shit (I did a traineeship with the Qld Govt after I left school). That'll teach me for doing 3 unit. Although I really blame English. I did very bad in that subject. All they ever made us do was write fucking essays without actually teaching us what was meant to be in them or even how to write a fucking essay.

The way its done in WA is you get scaled and standardised so your "TER" is a position relative to everyone else in the state. ie a TER of 90 tells you that you're in the top 10% of the state. So you could have done shit in all your subjects, but 90% of people did worse. OP is also dependant on which school you went to, the other grades and OPs of other people at the same school etc.
Apparently the factors involved make for a very complex calculation. But generally, yes, which "banding" of OP you end up with is an indication of how much better/worse you did compared to other people in that state for that graduating year.
