I have seen it before.

Unfortunately, I dont agree with watching people die for entertainment (ala snuff movies).

arent power lines supposed to be insulated to prevent this type of thing happening?

It looks like overhead powerlines for electric trains.

I don't get why the guy touched it in the first place?

Agreed on snuff films being for fucked up people..
